BAY MINETTE, Ala. — An animal welfare check at a Bay Minette home has led to the rescue of 15 dogs, while another dog was found dead inside a chain-link kennel, according to the Baldwin County Sheriff’s Office.
Deputies responded to the property on Sept. 1 after receiving a report concerning the welfare of animals at the home.
When officers arrived, they discovered a scene that prompted an animal cruelty investigation. One dog was found dead inside a kennel, while 15 other dogs were located elsewhere on the property.
The majority of the surviving animals were reportedly confined inside two kennels. A cat was also found at the property.
Officials said many of the dogs were severely malnourished and did not have access to adequate food or clean drinking water.
15 Dogs Removed From Property
Baldwin County Animal Control assisted authorities with the removal and transportation of the surviving animals. The rescued dogs were taken into care so they could receive medical attention and undergo evaluations.
The Baldwin County Animal Shelter said the animals were not immediately available for adoption because they were receiving medical treatment and undergoing assessments.
“If and when they become available to the public, they will be posted in our available for adoption album,” the shelter said in a Sept. 1 Facebook post.
The shelter is also working with rescue organizations to help provide the animals with the specialized care they need.
Rescue Group Takes In Some of the Dogs
Rosalie and Friends, a nonprofit animal rescue organization, later announced that it was assisting the shelter with caring for some of the rescued animals. In a Sept. 3 post, the organization described the conditions the dogs had endured and said it knew it had to help.
“Fifteen lives. Left in the heat with no water. Fifteen lives not being properly fed,” the rescue wrote.
The organization said it initially removed four dogs and planned to take another one into its care. Among those animals were two severely emaciated puppies, a Dachshund with numerous health concerns and two small Chihuahuas.
The rescue said the puppies were in critical condition and weighed only about 5 pounds each.
Severely Malnourished Puppies Need Care
The two puppies reportedly face significant medical challenges after what the rescue described as prolonged neglect. Rosalie and Friends said the puppies were extremely anemic and heavily affected by parasites. Their fragile condition means even feeding them must be handled carefully.
“They will be on a strict refeeding regimen because giving too much, too fast, could make an already dangerous situation worse,” the organization said.
The careful feeding process is intended to prevent additional complications as the puppies begin recovering. Other rescued dogs are also undergoing medical evaluations to determine the extent of their health problems and the treatment they require.
Woman Arrested in Animal Cruelty Case
Authorities arrested Jessica Phillips in connection with the investigation. Phillips was charged with aggravated animal cruelty, according to officials. The case remains under investigation, and authorities have not indicated whether additional charges could follow.
Meanwhile, animal welfare workers are focused on stabilizing the surviving dogs and determining where they can safely go next.

Rescued Dogs Begin Road to Recovery
Despite the difficult circumstances in which they were found, the shelter said the animals’ conditions are improving. For now, however, they remain under medical supervision and are not available for adoption.
The rescue effort has brought together sheriff’s deputies, animal control workers, shelter staff and nonprofit rescuers to care for the dogs.
Officials and rescuers are continuing to evaluate each animal individually, while the criminal investigation proceeds.
The case has also highlighted the importance of reporting suspected animal neglect when animals appear to be without adequate food, water or proper care.
For the 15 surviving dogs, the immediate priority is recovery and finding safe, permanent homes once they are medically cleared.
